The code below is suppose to create directories and upload files, but it is not working. What can I do to make the code work?

So I am awful when having to use data or .txt files. I believe my code is right, I just don't know how to upload the files. Here is the description of the assignment and the coding:
Process the input file containing latitude and longitude data of US cities in degree, minutes, and seconds. Output the processed information in decimal degrees.
a) Write a C++ program to read each line of the input file, store each data line in an array of structure, calculate the degrees in decimal for latitude and longitude, store these values in the corresponding structure and write the results to the output file by processing the array.
b) Use vectors or dynamic array to optimize memory usage. Specify the design choice in your main comment for the program.
c) Split the City and State and store it in two separate fields.
d) Search a city and find it in the array of structure and print out ALL the information on the screen.

So first, I'm sending files from a server to a client. Basically, the server says "Incoming file" and tells the client "The name of the file is: ". So taking the name, I need to create folders, if they don't exist, for the received file to be placed in (since std::ofstream doesn't allow creating directories).
My current code below is working. My trouble is listed below the code.

I have these two files:
/project/protocol/guarddog/report.h
/project/protocol/sky/report.h
I have two report.h files located in two different directories. However the contents of them are different. How can I include the report.h file located in guarddog into the report.h file located in sky?
I assume just doing this would be ambiguous:

Using CodeBlocks. I've added the path to the library files in 'search directories' in 'linker' tab.
E:DataCompLibrarySDL2-2.0.3libx86
I also added the include files location in 'search directories' and that works fine.
But still when I add 'SDL2.lib' in linker settings and try to compile I get: cannot find -lSDL2.lib

Basicly I want to make a c++ program which does the following:
1- logs in to 4shared.com with username 'user_example' and password 'password_example'.

I develop a software using QT 5 open source IDE. Now my question is two-fold:
1. How can I create the final executable file that I can upload for my users? I understand that runtime DLLs shall be required and I have tried Enigma Virtual Box software for bundling runtime files. It does create the file that I can execute from any folder in my PC. However, surprisingly when I transfer that "boxed" file to another PC, it does not run. Both the PCs have Windows 7 installed on them.
2. Secondly, I see possible future issues with Antivirus Softwares. Apparently when I try to run the boxed exe file, it gets rejected by the Antivirus Software on my PC. Is there a way in which I can get my exe file verified/checked/registered by the Antivirus Softwares so that my users don't face any problems in executing the program.
I cannot afford the QT commercial licence, but I am prepared to buy any economical "setup file generating" software (if it exists).

For each project in a VS solution it's possible to stipulate per-project folders that get searched in addition to the folders that you've set globally for Visual Studio.
Which folders take priority? Do the project's folders get searched first? Or do the global folder get searched first? Or is it possible to select one set as having priority over the other?
(this is VS 2005 BTW)

I've been studying metaprogramming and reviewing many documents and code regarding boost files. What I've been trying to understand and accomplish is creating various types using typedef, template and struct, similar to that of the boost files themselves, to create comparators. Ultimately, I want to be able to create a type that has sub-properties which can be further compared and classified.
Informal example:

We "now have" three variables under one unique type. Now I want to wrap this further to work with other types (int, float, etc.).

sum_y is outputted as 6j, and var1 and var2 are 2j and 4j, respectively.

I want to store all the result which are basically 8 points generated after every time function GenTestPoint is called.
how to store all the points generated i.e 4096+512+64+8 points. However, I mainly need the 4096 points which are generated at the end. I am new to programming, not much familiar with pointer and all stuff.
Its start from level 1.
Level 1 = 8 Points;
Level 2 = 64 points;
Level 3 = 512 Points;
Level 4 = 4096 points;
8 points will be calculated only when if statement is true. But it's fine in the worst case all the statements are true and at the end we will get 4096 points. Just consider that all the if statements are true and I am getting 4096 points at the end which I need to store in some GLOBAL Variable.
I need this 4096 points at the end.

I'm stuck on unix system programming and am beginner about it. Assume that there is a directory which X. There are a file(text1.txt) and another directory which is Y in X. I replaced the myfile.txt with the directory of the file I want deleted.
"C:SOUNDSsavegame.dat"
It returns: Error deleting file. No such file or directory exists.
I've triple checked the directory. Its correct. I must be using this incorrectly. How?

I am currently working on a program that will take an image and compare it with all other images in the current directory and sub-directories. I decided to use Qt for this as Qt has a QImage class with an overloaded == operator. This seems to work well if there are duplicates of the same size.
However, my goal is to not only find duplicate images of the same size, but the same image which may be a different size. To do this, I shrink the larger image to the size of the smaller image using the QImage scaled function.
The concern I have with this is that the scaling isn't done the same way the smaller image may have been scaled. I tested this by shrinking a copy of a picture in Paint, that image does not get deleted. I believe that == is looking for an identical image, so when I do the shrinking (via that scaled function), even if it is of the same picture I shrunk in Paint, the two methods of shrinking are not identical, and so the images appear different.
Any better method I can try? Something that can allow for slight deviations, such as an image being 99% "the same" as another. (I admit here that I will need to define some metric for what "the same" means.) In this case, the method assumes they are "identical" and gets rid of one of them.
The main way I can think of doing this is to go through each image, one pixel at a time. If the two pixels from the different images at the same index are the same, then I can increment a same pixel counter. If this number is 99% (or some other threshold) of the total pixel count, I can make the assumption the images are the same.

I am having a lot of trouble trying to save and upload a data table from a text file ,the data table which is bound to a datagrid, creates its own columns at the formloading event, and everytime a user clicks a button row is added to the data table.
