I'm having trouble with how to find the count and sum of all numbers.

this is what I have so far but I a stuck. The name of the file is grades.txt.I am trying to get the program to read 5 grades from a file and report back lowest grade that will be dropped and average of 4 left. It runs but is not reading the file.
Reading a .dat file, i'm unable to open the file. This program is for a Air Quality index detector, the AQI machine records the particle concentration every minute and saves it into new data file for each day. So I need to make this program run every minute and convert the concentration in to the AQI readings.
The filename is of the format "ES642_2013-11-09.dat", where ES642 is the software name of the machine, and rest is the year, month and day. The code here is just for the file reading section:

player2 was killed by player1
4 strings
player1 was for "d1" add count
player2 was for "d2" add count
by player1 for "k1" add count

add up each time.
So I've been turning my programs into classes and I run into errors.
So this program is supposed to allow the user to open the file and either read or write to it.
I've omitted the read part from it as I want to attempt that on my own .
I get these compile errors:

We are required to open a text file, read the data from that file, and print it back.

I have a .txt file that contains, together with a few characters, columns of values that I want to save in different files like is written in the program (file 1, file2, file3 - a with x, b with y, c with z). The pattern of the source text file is like this:

Until now I could manage to split the files, but the output gives me only zeros. First the program count the number of lines of the read text file, then it should display the desired columns of double values in three other .txt files.I've got for the three .txt files columns like this:

The objective: Open and read a CSV file one line at a time using SQL commands.
The problem: I am getting an error that I have a feeling may not point to the "real" problem.
Where I may have syntax or other errors in code.

The user should be prompted to enter the names of both the input file and output file in main(), and then main() will open both files. Another function named process() must then be called to read all the numbers from the input file and write the positive numbers to the output file. I want to count all the numbers in my text file (read.txt). Read text file consist of floating and integer number. Answer for the above file would be integer=2 and float =10.
I have a cpp app that reads in a number of files and writes revised output. The app doesn't seem to be able to open a file with a ' in the file name, such as,

The path to the file is passed as a cpp string and the c version is used to open the file. Do I need to handle this as a special case? It is possible that there could be " as well, parenthesis, etc.

I have been messing around with this part and struggling I thought I used the namespace to run the if statements with the criteria for the years of school. How to open binary for read and write? Why the buffer is char * buffer? i mean in binary u cant read chars . How can it be? how the data is represented? just like txt file? What the buffer will contain how to print this buffer???
